Brazilian Pay-TV Association Against Fixed Price Licenses
The president of the Brazilian Pay-TV Association, Alexandre Annenberg, pointed out that he did not agree with the decision to fix a single price for all Pay-TV licenses taken by the National Telecommunications Agency.
According to Annenberg, such a measure, aimed at encouraging an open market, "will damage small operators" and will contain technical restrictions that will ban "more than five companies from operating in the same municipality".
The single price proposal by the Agency is about USD 5,000. According to Annenberg, such a value must be proportional to the size of the region to be addressed by each operator. "If the Agency is trying to increase competitors with a limited number, there will be natural restrictions related to the use of electric network posts, which can only bear four or five networks", explained Annenberg.
In face of this natural limitation, electric energy companies "will choose operators based on the highest offered price given the use of such post", which will "avoid the access of small operators, especially local ones".
Annenberg stated that he was not against the entrance of telecommunications companies into the Pay-TV market, but he also pointed out that the Agency should "safeguard room for small operators", who are "more qualified to both create working posts in areas where they operate, enable the expansion of services in the health, education and electronic Government areas".
